Apparently it's a rather convoluted "matching" toy, where you line up the holes with the right pictures. I think that's all there is to it, aside from the retro mainframe computer aesthetic. Though I suppose "retro" is relative, if you said "computer" in the mid 1970's, something like a mainframe is probably what most people would have thought of first.
