Commodore 64 "Mystery Tag"

During the clean out process for the June Haul, I've been taking all of the old C64's apart so they can be properly cleaned and worked on in the days and weeks ahead. Among the lot, I found one C64 had a strange plastic "tag" attached to the legs of two of the capacitors. I've never seen one of these before, and I'm not sure what it is.

The back side of the tag is blank. Looks like it's designed to be difficult to remove.

I have a bit of context on this one, as I understand it was saved from a dumpster in the early 90's, used briefly, and then tossed into storage until last weekend when the lot was given to the Wisconsin Computer Club. Everything had been stored in a loft in a barn so everything needed to be taken apart so it could be cleaned properly. Of all the units there, this was the only one with this "tag" inside. It is blank on the opposite side.

I've worked on a lot of C64's over the years, and I've never seen one of these before. If anyone knows what this is, I'd be keen to know! Many thanks in advance!
